If I enter Thailand on a 30day Non Visa arrival and stay 25 days and then depart for Saigon for 25 days can I reenter Thailand for 30 more days! I already have my return ticket to USA from Thailand.

I used to be able to go across the boarder and back .. like cross ova to Cambodia which cost me $2000 Barth and come straight back to Thailand for $2000 Bart and stamped for another 30 days

He is doing a border run by air and doesn't use an agent. Vietnam is visa-exempt, entering doesn't cost him a single "$barth", and the re-entry to Thailand is also free of charge
