Can I obtain a re-entry permit with my Non Imm ED visa before traveling to Bali?

Hello,

I am getting my Non Imm ED visa on the 21st of September however I’m flying to Bali on the 23rd of September for a family reunion.

Can I definitely get a re-entry permit on that visa?

As I have heard that you can only get a reentry permit on the extension of stay stamps

how do you know you get your Non Immigrant ED visa on 21st September, normal procedure of Thai Consulate is you apply in the morning and pick up our passport with the visa the next working day in the Afternoon. 21st September is is 17 days away.

The visa will be valid for 90 days, so you can directly after picking up your visa going to this reunion on Bali and use the visa to enter Thailand after the visit to Bali, or pick up the visa come back to Thailand, apply for a re-entry permit leave to Bali and come back to Thailand and get the same date as initially was stamped when you entered from Laos.

I will go to the Thai embassy in Laos on the 19th with my documents from the University and pick up my passport on the 20th
