Yes you can apply for a reentry permit even on the last day of your visa expiration but you have to come back to Thailand before the last hour of your visa expiration, if only you have multiple entry

OP seems to have got extension to Tourist visa entry already, in that case he cannot get another extension. If he get the stamp 'denied extension' and 7days to leave at the best,I don't believe he would re-enter within this period using re-entry permit....

But if OP leave the country and re-enter the country before current expiring date, yes, OP can get re-entry permit and re-enter to Thailand no problem.

You don't need a re-entry permit with just 2 weeks left it will expire and you need to leave again but if you stamp back in you'll get 30 days.
Your extension expires on 25 Feb, so if you buy a re entry permit to keep this date valid when you come back, then you'll only have until 25 Feb and be forced to leave Thailand again. For me I just buy a new Tourist Visa before coming back to Thailand and get another 60 days
