TLDR : Answer Summary
A traveler arriving in Bangkok with a non-immigrant visa cannot obtain a re-entry permit upon arrival. Re-entry permits can only be obtained at the airport on the day of departure or at the immigration office before leaving Thailand. If the individual does not have a re-entry permit and plans to travel to the Philippines in November, they should either seek a visa-exempt entry or ensure they obtain the permit before their departure.

Okay, I think people (and the O/P) might not quite understand how it works
You can get a re-entry permit at the airports on the day you fly OUT of thailand only.
You can't land and go buy a re-entry permit in anticipation of your next trip.
SO you have two choices, you go to the immigration office between the time you get back from this trip and you leave for the next one and buy a re-entry permit there OR you wait until the day you fly out on the next trip and buy one at the airport that day
Good luck safe travels (y)

If you left Thailand without a re-entry permit it's too late to get one now. If you're American you'll be able to get a visa exempt entry though which will give you 45 days and you can extend that by an additional 30 days so you should be fine through November

WHY will you need to get a Re-entry permit? (Is currently on retirement extension of stay).
As Ellie stated... are you now on an extension of stay in Thailand?
Are you with a Phillipines passport ? YES

You may need to go to the immigration office that issued your non-immigrant-based visa/extension to get a re-entry permit. You can get a re-entry permit at the departure airport in Bangkok.
