Can I leave Thailand while my extension of stay is under consideration?

I entered Thailand at Mukdahan on a 90-day single-entry non-O visa based on marriage obtained at Savannakhet on 14 Nov 2019 and was stamped in until 11 Feb 2020. Yesterday I applied for a one-year extension of stay based on marriage at Roi Et and the under-consideration-of-extension-of-stay stamp instructs me to return to the immigration office on 12 Mar 2020. My understanding is that I cannot leave the country during the "under-consideration" period so I assume that stamp also implies permission to stay until 12 Mar 2020. Is that correct?

I also assume I need to do the 90-day report on or about 11 Feb 2020. Correct?

TLDR : Answer Summary
You have an 'under-consideration' stamp that allows you to stay in Thailand until March 12, 2020. You can leave the country if you purchase a re-entry permit, but it's important to keep in mind that they might conduct an in-home visit during this time. Regarding the 90-day reporting, you typically do not need to report until you receive your one-year extension.

You are on a new permission to stay stamp (the under consideration stamp) that lets you stay until the 12 of march.

You CAN leave the country IF you buy a re-entry permit and that re-entry permit will only be valid for your current stamp. Keep in mind they usually do an in home visit during this 30 days and if you're not here that can mess up what you're trying to do.

Good questions and very helpful (as usual) answers from Tod. Congratulations on having a 91 year old Father!

Thanks Tod. I have no plans to leave the country any time soon. The only thing that might change that is if my 91-year-old Dad were to pass away during this time. He's in good health, so that is unlikely, but who knows...

you don't do any 90 day reporting until you actually GET your year extension,
