I have entered on a 90 retirement visa, so I could open a bank account etc, but will be returning home after 41 days.
Can I get a single re-entry permit at BKK, or my local IO, and come back in September using my original 90 day, plus re-entry permit?
Or is there a validity period for single permits once issued, if my plan is ok that is?

If your 90 day visa is single entry, you must get a re-entry permit at BKK before you leave the kingdom, that keeps your visa live. If you fail to do that, you must go through the entire process again, if you have multi entry like me, just come and go as desired and your 90 day Reporting will reset on entry to the kingdom.

Banks in more touristic locations are more familar with Farang, they will get a bank account opened for you on a 90-days Non-Imm Visaclass, a "certificate of residence" from Immigration and a mobile phone number registered in your name and passport number. Actually no problem. If you meet stubborn and misinformed staff, use an agent service to get the account opened.
CoolBunny_7244 only 2 banks here. Neither one has a manager on site. First one just refused to try to process the application. Second one said they’ll let us know in 2 weeks 🤬
A re-entry permit only keeps your current stamp alive during it's validity. It doesn't extend it in any way. You would need to apply for a fresh 90 day Non-O when you return
