Can I apply for a re-entry permit for a 90-day Non-O visa based on marriage?

I’m not sure about this.

Possible to apply re-entry permit either single or multiple for 90 days non O based on marriage ?

My plan is to apply 90 days non O. Then go to Thailand to activate it. Open bank account, then back to Malaysia to sort other personal things out and also tranfer 400k baht by Swift while in Malaysia.

And anyone know if there is re-entry counter at Hatyai International Airport?

Don't you need to get the re-entry permit from Thai immigration before you leave Thailand, or you will have to start your visa process all over again? Or am I missing something?

yeah re-entry from either immigration office or counter at the airport. Else the visa will void. And start from zero.
