On September 26th I obtained a special 90-days visa with the agency until December 25th.
a few days later it was announced that the starting date is 1 November.
Can I change the expire date of my visa from December 25th to January 29th? Thanks

So let's see, you handed your passport and a pile of money to an agent who went to a province you don't live in, used an immigration office you don't use and got you a 90 day "medical" extension.
It will have the number 2.25 written on it some where (that is the clause in the police order of the medical extension rule)
That means NO your extension ending date cannot be moved and your current stamp has NOTHING to do with the amnesty announced OR the changing of dates they're doing for people on amnesty.
If you obtained a extension of stay using an agent then the date would not be changeable. You got what you paid for. For future extensions you’ll have to work out whether you want to use an agency or just apply on your own.
