Can I apply for a tourist e-visa online from Bali to Thailand with a US passport?

You have to apply based on where you are. So go to the evisa website and click the link for checking if you can apply using evisa. It will ask you your passport nation and your physical location and then tell you if you can apply online or if you need to use the local method of applying (in person or whatever it is).
