This is an interesting question, I applied for a non O e visa in the UK in January this year and at no point did I have to go to the embassy/consulate in London. So it did make me think that I didn't really need to be in the UK at all when I applied. Just needed access to all the documents, like bank statements. However don't take this as advice as I don't know if they do random checks or they use your IP address or the IO check your stamps in the passport on arrival.

You only need to prove onward travel, that you are leaving Thailand. They don't care where you are going.
officially you cannot. Pretend evisa doesn't exist, the rules are the exact same. You must apply from where you physically are. Evisa only changes the method of application but not the rules.
They will require you show proof of flight from the area you are applying from to Thailand.
There may be ways around that but then you're skirting the rules.
You can apply for a tourist visa from any country. You just need to prove you entered and are residing legally in that country, ie upload a copy of your entry stamp/visa of the country you're applying from.
