Let's assume hypothetically that I have a passport from France, could I then apply for the DTV Visa in Vietnam or Malaysia? Or can you only apply in your country of origin?

you have to check with the embassy in the country you want to apply. They decide who can apply

The procedure for spouse/dependants is quite straight forward when you're on a retirement visa. It's a walk in the park.

Harder for me as my spouse is Cambodian and under 50....the embassy in Cambodia has indicated they won't issue a following visa with Non-O retirement, only education etc.

you would need to leave without a re-entry permit so your retirement extension is made invalid. Then you could apply for a new visa.
