I'm on amnesty now after canceling previous work permit and non-o volunteer visa just before covid. I have a new job at an NGO and want to get a new non-o volunteer visa so that I can get a new work permit.

I read from the US Embassy that after getting a 'hard stamp' officially extending till Sep 26 you can then apply for a long term visa.

Does this apply to my situation? Has anyone successfully gotten this 'hard stamp' and changed visa especially to Non-o volunteer at chaengwattana?

TLDR : Answer Summary
The user is currently on amnesty after canceling their previous work permit and Non-O volunteer visa and is looking to apply for a new Non-O volunteer visa tied to a new job at an NGO. They mention having received a 'hard stamp' extension until September 26, as noted by the US Embassy, and are unsure if this allows them to apply for the long-term visa they need. There are no reported cases of successful visa changes to a Non-O volunteer visa at Chaengwattana following this process.
