TLDR : Answer Summary
Yes, you can apply for a multiple re-entry permit immediately after your retirement extension is stamped in your passport. You can do this right after obtaining the extension or at the airport on your next departure. To apply at an immigration office, you need to fill out form TM8, provide copies of your passport and extension stamp, and a passport photo. The fee for a multiple entry permit is 3,800 baht. If applying at the airport, you may only need your passport but will incur an additional 200 baht admin fee if not prepared.

At an immigration office you’d need to fill out form TM8 and have copies of your passport page and latest extension stamp page and a passport photo. Charge is 3,800 for multiple entry.
At an airport you won’t need anything other than your passport but they’ll charge you an extra 200 baht for an “admin” fee if you don’t have the above. Allow at least 20 minutes to process.
