TLDR : Answer Summary
To obtain a re-entry permit for your retirement visa before traveling to the Philippines, you can either get it at the airport when leaving, which takes about 15 minutes and requires no documents other than your passport, or you can purchase one at your local Thai immigration office for 1,000 Thai baht.
