TLDR : Answer Summary
The user asks about applying for a DTV visa despite having a history of 63 days of overstay on an EDU visa. Comments from the community suggest that while it is possible to apply, the acceptance of the visa is contingent upon the diplomatic mission's discretion. Recent changes in immigration rules emphasize strict adherence to visa regulations. Overall, while past overstays may complicate the process, there have been successful applicants with similar histories, and the final decision will depend on how the embassy views the user's record.
You abused the system before? Apply and see. Nobody here can tell you

You should have NO ISSUE AT ALL <- read that as no problems when you apply for the DTV
You aren't the first person in the history of thailand to overstay, you paid the fine when you exited, you took the overstay stamp, you weren't overstay long enough to ban you from coming back
Honestly? The only way you will find out is if you apply. No one here can give you that info.
And if you don’t supply ALL the info when you apply by way of images of ALL stamps in your passport even if approved the immigration could still reject entry.
The problem you have is now not what you have done, but being able to explain the reasons to the embassy and immigration officer on arrival.
It doesn’t matter how it’s recorded. It’s all on computer the minute they scan your passport anyway. You have to understand Thailand is NOT a 3rd world country.
They are now hot on overstay, new rules at immigration, you have to sign a letter of understanding re overstaying, explained fines and bans, they are tightening up on this because of par historical problems.
you are mistaken, they've had people sign that overstay acknowledgement form for YEARS now (ever since they changed the rule about overstay back in Mar 2016.
Having an overstay in the passport doesn't affect you getting a visa or getting into the country
When was that overstay? Have you left the country already and got stamped out? Your total amount of overstay days is below the 90 days from whereon a ban applies provided you surrender yourself at the border and don’t get picked up anywhere. You can always apply but if a visa is granted is up to the diplomatic mission. Likewise, even an issued visa doesn’t guarantee entry if the IO finds prior violations that would warrant a denied entry.
You should be ok or did you get a paper notice / violation stamp into your passport? In that case it might be good to get a new passport in general as other countries don’t like such stamps either.
