1. My 60 day tourist visa expires on a SUNDAY Dec 4th, must I apply for the 30 day visa extension on the Friday before OR can it be done on the Monday after, that will technically be 1 day late? Will I be fined for being late? This will be at CM Immigration Office.
2. And do I receive my 30 days extension from the DATE I apply for the visa extension- or 30 days from Dec 4th - the last day of my 60 day tourist visa?

yes thats exactly how they treat it. If the office is closed on the day your visa/extension/stamp expires then the next day the office is open it is treated as if it were that day. You don't get fined or have any issues, you cannot wait any further days than the first day it is open.

Although in theory you can wait until Monday (as the office is closed on the Sunday), but you will get a small stamp indicating one day overstay - fine waived due to office closed. As you have 30 clear days before to get the extension, I agree with
The expiration of your tourist visa doesn't matter. It's the date on the stamp you received when you entered Thailand that matters.
At most immigration offices you can apply for extension when you have 30 days or less left on your entrance stamp. At Chiang Mai you can apply when you have 45 days left. So you can apply 15 days after entering the country on a tourist visa. The 30 days would be added to the end of your existing stay, meaning you would not lose any time. There is no reason to wait until the last minute to apply.
