Do kuala Lumpur or Penang (Malaysia) handle Thai NON-B visa (90days) for CHINESE citizen when all the documents are prepared?

AFAIK only The Royal Thai Embassy and Royal Thai Consulates in China will issue Non B for Chinese Citizen.
