This begs the question; is it 200 people who show up at the consulate to turn in their own paperwork OR is it a total of 200 including all the people who use agents and never even go to the consulate.

i guess the regular daily applications at phnom penh, vientiane or penang should be 400 per day, may be they want to stretch it or move people to less frequented places.

I mean you have NO idea how much paper is turned over by the agents who don't even have their customers show up there. Maybe 80 people pushing paper themselves but how many total applications do they take in a day?
