Strictly speaking you should only be able to apply for e-visa in the country where you have residence, and with residence is meant your permanent adress.
But as with much else about Thailand, what is written, does not always follow practice.

Officially not, you have to be in the country you're replying from. Embassies have various ways to check this, such as asking to upload bills with address data
So it's up to you how to navigate that.

Were you still in Indonesia when you applied to Ausralia? I assume you are Australian? The Electronic visa is a bit vague on whether you have to be there or can apply from elsewhere? I understood it to be that you were supposed to apply to the place in the Country that issued your passport?
I was in Indonesia. I am Australian. Think I used Canberra as my option. Flight was Bali bangkok. Not from Oz. Quite a few people said I wouldn't get it. But it came through. Good luck

Originally I checked the Indonesia box as where I was. It wouldn't allow it. I then did the Australian option. I was confused as it said that's where I was coming from. It was fingers x from there. Anyway I'm sitting in Chiangmai. Word of advice, if your thinking of coming north..wait a bit stay south. The pollution is the worst in the world atm.

I got the 60 days visa with option for another 30 days. Where I'd I want the extra 30 I have to go to immigration to stamp
your support to apply from where you are physically located at the time you apply. If the country you are physically in uses the evisa system use that, if they don't then go to the local thai embassy

That is how I have always understood it myself. I have always applied from where I live but now thanks to you agreeing with what I thought and Jason I am now clear and that makes sense now. Thank you both

The rules of applying for a visa are that you apply at the Thai embassy based on where you are at physically.
The Thai embassies in Vietnam do not participate in evisa, they only accept applications submitted in person at the embassy or consulate. At least 1 also requires an appointment.
Check the website of the one you want to submit your application at for their requirements and process.
