TLDR : Answer Summary
Yes, as a Bolivian citizen, you can apply for a Thai Tourist Visa while in Ho Chi Minh City, Vietnam, provided you meet the specific document requirements outlined by the Thai Embassy or Consulate there. Bolivia is not on the restricted nation list requiring additional review, allowing you to submit your application in Vietnam.

My thanks to our Moderator Tod Daniels in helping me with this Post. He's the expert โญ. The key question he asked me...Was Bolivia on the restricted nations list for added review by the Vietnam Thai Embassy or Consulate,? If not listed, then they can submit an application for the visa in Vietnam.

Again my apology for the error in advice. Everywhere that I searched said that they MUST have a Thai Visa to enter.

BUT as Bolivia is NOT named on the list of countries requiring added review by the Thai Embassy or Consulate in Vietnam... they can apply for the Thai Tourist Visa in Vietnam. ( The list appears as an added notation on the Vietnam Thai Embassy or Consulate websites)

2.7. Additional requirements for some certain countries:

- Nationals of Certain Countries (Click) are required to apply for a visa in-person only at Thai Embassy or Consulate-General in their home/residence country.

- However, those who are residing in Vietnam and holding The Vietnamese Residence Card and/or Work Permit, are able to apply for a visa at the Royal Thai Consulate-General in Ho Chi Minh City by providing a copy of the Vietnamese Temporary/Permanent residence card and/or Work Permit with legalization stamp from the Ho Chi Minh City Department of External Relations.

Update... My apology...

You CAN get a Thai tourist visa in Vietnam.... IF YOU MEET THE REQUIREMENTS as listed on the Thai Embassy or Consulate websites in Vietnam.

The ideal way is to get the Thai Tourist Visa in your home country BEFORE you leave it...

Here's the Thai Embassy in Bolivia.
