Can a US citizen, who is currently in Mexico on a tourist visa, get a Thai visa, COE and all the necessary documents to fly to Thailand from Mexico without going back to the US? If so, what's the best visa to get for someone who wants to stay in Thailand for the winter with an option to extend their stay after that?

TLDR : Answer Summary
A US citizen currently in Mexico can apply for a Thai visa through the Thai consulate in Mexico City. They should inquire about obtaining a single entry tourist visa and may need to apply for the Certificate of Entry (COE) as well. It is essential to note any specific entry requirements, such as the potential need to have been in a designated country for a specified period prior to entry, which could affect their eligibility for certain visa options.

You may not be able to do the sandbox. Have to be from a certain coutry for 21 consecutive days before arrival.

contact the thai consulate in Mexico City and see if they'll sell you a single entry tourist visa

if they won't then apply for the COE by saying you'll come in visa exempt
