The issue isnt staying in Thailand longer, we only want to stay 3 or 4 weeks and then leave overland, not on a flight

Visa exempt and tourist visa both require an onward flight I believe. We just want to travel around Thailand for 4 weeks max then leave overland. Is that not possible?
