it doesn't sound that easy. 1st there are not flights from PH to TH. I would have to fly 38 hours + on multiple flights in multiple countries. for 3000USD? When a flight from Manila to BKK should just be a few hours.

2nd, I still have to apply for the Visa. I can't just arrive in Bangkok and hope they let me in. So that is why my original question was posted. How does an Expat living in Manila apply for a Visa. Because it's different than if I was applying from the US.

Thanks for the advice everyone. Also appears that direct flights are impossible from PH to TH so looks like I'll wait it out longer.
