when you apply online they tell you which office you must apply at depending on which province you live in. You don't have a choice. But yes, you are correct. BC is very fast. Ottawa is very slow.

I applied for my evisa (Ottawa) in November. It took 24 business days then I got an email with a request for my documents. I submitted the documents same day as requested and it took another 5 business days before I received an email saying my visa was ready. You can always email them if you are concerned but they will likely reply that it is taking 25 business days if your documents are in order.
