I don't think so, because they specifically ask for UAE residence visa...but i could be wrong, i guess this is something you better email them and inquire to confirm

there aren't any extra requirements specifically for Pakistani passport, it's the same set of requirements for everyone as posted on the embassy website

If you are applying from the UAE, I'll just say it's better to go to Abu Dhabi instead of dubai. Dubai has more stricter requirements
