There is no written rules you got to stay anywhere you apply your visa . If you was on your home country , you apply for visa who can take 2 months to get and would you skip your hollidays for that ? You have to apply there yes . But find any document who tell you can't leave and come back . For interview they will not send you a meeting you have to go in the next 5 mn anyway
