If I have a Non O Retirement Visa, good for 1 year and I want to visit say Vietnam during that year, will this Retirement Visa extension still hold good? Or do I have to do something else?

There is no such thing as a Non O visa valid for one year anymore. You may have an extension of stay from an original Non o visa. Look at the stamp in your passport.
If you have such a stamp then you can buy a re-entry permit that lets you back in to the country and gives you the same stamp you originally held.
