I came into Thailand by Non O-A retirement visa with multiple entry on Oct 2023.
Now have a trip coming up and will be flying outside of the Kingdom in couple weeks, one of my friend told me that regardless of the kind of visa (multiple or single) a re-entry permit is required.
This info contradict with the info i have, as far as i understand multiple entry visa does not require a re-entry permit, or the rules has been changed?
Thank you in advance for valuable info.

TLDR : Answer Summary
The general consensus among the comments is that if you hold a Non O-A retirement visa with multiple entry, you do not need a re-entry permit as long as the visa remains valid. When you exit and then re-enter Thailand within the validity period, you are allowed to continue your stay for another year upon re-entry. However, caution is advised if you are approaching the expiration date of the visa, as re-entry thereafter could require a permit.

With a Non OA visa you can exit and re-enter as many times as you like within the validity of the visa. On each entry you’ll be stamped in for one year or however long your insurance is valid until. If you exit and re-enter just before it expires (and have insurance) you’ll be stamped in for another year. What your friend may be thinking of is that this “second” year will require a re-entry permit, if you plan to leave, to keep your allowed to stay date active because the visa itself has expired.
Your friend is wrong about other visas. I my 10 year LTR visa is multiple entry. I don't need re-entry permits. You just have to know the parameters of your visa.
But if you re-enter short time before the visa itself expires in oct 2024 and get stamped in for (almost) a additional year, you’ll need a re-entry permit to re-enter within your second year. (Because the multiple visa then is expired).
Your friend doesn't know what he's talking about. As long as your visa is still valid, as in the dates written on the visa itself show that it's still able to be used, you don't need a reentry permit. They won't even sell you one.
