I am on a retirement visa as an American. The consulate in Los Angeles stamped enter by Oct 5, 2018. I’m coming back from Burma today and I’ll get another full year stamped in at Chiang Mai airport on arrival. So for the next year do I have to get a re-entry permit if I want to make another excursion out of Thailand?

TLDR : Answer Summary
As a holder of a Non-Immigrant O-A retirement visa, you will need a re-entry permit if you plan to leave Thailand and return during your second year. Unlike the first year where multi-entry privileges apply, the second year requires obtaining a re-entry permit each time you exit the country.
