Do I need a re-entry permit for my Non-Immigrant O-A retirement visa if I leave Thailand during my second year?

I am on a retirement visa as an American. The consulate in Los Angeles stamped enter by Oct 5, 2018. I’m coming back from Burma today and I’ll get another full year stamped in at Chiang Mai airport on arrival. So for the next year do I have to get a re-entry permit if I want to make another excursion out of Thailand?

The Multi- Entry aspect of the OA Visa of the first year - is not part of the second year... thus Reentry Permits are necessary in the second year.

You have the Non Immigrant O-A visa. Yes, if you want to leave Thailand and come back you need a re-entry permit, this will gives you the same last date as you have now stamped in your passport.
