A friend of mine over stayed 90 days reporting (10 days over). Well, he paid the fine and got a stamp on his passport. Next week he is suppose to go for (non-B )visa extension. Do you think will there be any issues?

failing to file a 90 day report on time doesn't put you in an overstay situation. It puts you in a "failure to file a 90 day report on time" situation where you pay a 2000baht fine, get the failure to file stamp in your passport and are fine.
They won't have any problem getting a new extension of stay because of that stamp.
