What will happen if my friend has never filed a 90-day report while on a NON-O visa extension in Thailand?

i look for advice for a friend of mine: he has an Extension 1 year for a non-O Visa.... he told me he has never done any 90 day report for that year.... what will happen to him if he go soon to immigrations he asks, a lot money needed?
