TLDR : Answer Summary
Your friend, who has a one-year extension on a NON-O visa and has not filed any 90-day reports during that year, may face a fine. Typically, the usual penalty for not completing the 90-day reports is around 2,000 Thai baht. It's advisable for him to address the situation with immigration as soon as possible.
