Will my friend face issues when applying for a Non-B visa after his ED visa expired while he was still in Thailand?

My friend’s ED visa expired on 30 October 2018, however he finished his study since 20 July 2018. He left Thailand on 28 Oct before the Visa expired. In the case he got a work permit and wanted to extend Non. B visa on this year for one year, is it called overstated on the record of last year and needed to pay 20k for this?
