I just submitted my DTV application in Cambodia (Phnom Penh). When it led me to the payment page before submission, the visa fee was 0 USD and I was able to submit without making a payment (well, I couldn't really make any payment more likely).
Currently my visa is under processing reviewing the documents and I also can download the receipt of 0 USD.
Has this happened to anyone else before?
I can't find any other information on the similar issue! ๐ฅบ

Are you sure itโs the DTV visa? I submitted my first time and my fee was $0 but then I realized it was the wrong visa

You're a Korean right? It's free for Koreans as the two countries have bilateral agreements to do not pay visa fees.
