Hi can I obtain a 90 day tourist visa without a out going ticket as I'm not sure on next destination. If I provide funds bank statement and letter will that be sufficient.

believe me you're not the first foreigner in Pattaya who wants to get a tourist visa from the thai consulate in Vientiane ;)
There are visa run companyies in Pattaya that lug people to Vientiane for visas. Google is your friend.

Also keep in mind while a single entry tourist visa is VALID for 90 days all that means is you have that long to enter the country and get stamped in for 60 days.
You can extend the 60 day stamp by 30 more days a the immigration office for 1900baht once you're here though.
, I would say IF you're not going to meet all the requirements at the thai consulate in Phnom Penh don't waste the time going there just to get denied.
Instead to go the thai consulate in Vientiane Lao for your single entry tourist visa. They don't require any proof of funds, proof of onward travel or proof of a hotel booking. It's the easiest thai consulate in S/E Asia to deal with.

At the thai consulate in Phnom Penh you show proof of onward travel and proof of funds (1000USD or the equivalent in a bank account). So I'd say without an out going ticket of some kind you're NOT gonna get a tourist visa there

Good the know the difference, The Embassy just put a warning on a successful gained visa, but the Immigration Officer at DMK did not trust you're a tourist by using so many tourist visa.
Last time they gave me a visa with things written on it (in English) saying that next time they won’t accept.. blablabla.. well DMK didn’t like it.. lol
good catch (y) at the thai consulate in Phnom Penh they want 1000USD per person in a bank account :) NOT the 20K baht that other consualtes want when they require proof of funds
But yes.. I never could get a visa without the out flight ticket... I remember a time when a guy told me to book a flight and just cancel after.. but I did not try that.. too scared.. lol
