Can my friend apply for a student (Non-ED) visa in Thailand after getting a single entry visa in Laos?

Good morning, my friend just got a single entry in laos and now she wants to get a student visa, does she still needs to go back to laos to get non ed visa or is it possible to get non ed visa here in thailand? Thanks in advance for your advices.
