Where can I apply for a new METV in Southeast Asia with an American passport without returning to the US?

Where is the best place to apply to get a new METV in SE Asia with an American passport? I don't have to go back to the US for this, right?

You cannot get another one in SE Asia. It’s either back to the USA or Australia (which doesn’t have a residency requirement).
