Asking for a friend,  Australian Citizen living in Bali,  wants to obtain a METV to relocate to Thailand,  can the METV only be obtained in Australia? Looked on the Thai Embassy site  for Jakarta,  looks like they only issue METV to Indonesian Nations.

If he is a permanent resident of Indonesia than he can obtain it there...if not he will have to travel to Australia
