How can US passport holders apply for a METV through the LA consulate?

For US passport holders . Just did my 4th METV with the LA consulate . Thru the mail . Application arrived there at 12 noon on Monday and they had new Visa in the mail back to me that Friday.

Bob Masters while possibly good info a background check is NOT required to get a single or multi-entry tourist visa or most Non-Immigrant Type visas (other than the O-A and the O-X).
