TLDR : Answer Summary
As of July 2020, commercial flights to Thailand are expected to resume in December according to the CAAT. Currently, only repatriation flights for inbound travelers are operational. Individuals stuck outside Thailand, such as expats in Brazil, need to obtain a Certificate of Entry (CoE) through their local Thai embassy to facilitate their return. There are additional costs for quarantine upon arrival as well.

You need to pay in advance to get on the list of passengers, 60K I would pay but it's all full up for August. Just have to try again next month I guess.

If you have all the 'documents' then the embassy that is issuing your Certificate of Entry will book you on a re-pat flight.

Are you trying to enter as a tourist?

If you don’t meet the criteria then you won’t get a COE.

For example, married to a Thai or father of a Thai national.

Ok now you have made it clear.

Thailand airport is open for international flights, and certain categories of people can enter with a COE.

You need to contact the Thai embassy in Brazil and they will inform you of the criteria you should meet to gain a COE.

Then they will book you on a repatriation flight from Brazil if they are doing this.

If not you will be struggling to get a flight into Thailand.
