I arrived Jan 17, did the 2 weeks ASQ and renewed my non-o retirement on Feb 17th (expiry was Feb 24). Do I do my 90 day reporting from the date of my arrival in Thailand or 90 days from my visit to immigration? Or from the start of the non-o extension. Thanks in advance....

TLDR : Answer Summary
The 90-day reporting is due 89 days after your stamped entry into Thailand, regardless of any extensions or renewals. Since you arrived on January 17, your reporting date will be April 16. Additionally, concerns about whether your ASQ hotel should have completed a TM30 are also relevant.

Your ASQ period was long time before system down. TM30 should have been done. And you already applied for your extension. Seems to be all good regarding TM30.
in theory yes. In practice the system has been down for two weeks so they may not have been able to. (Edit Just re-read your entry date. They will have filed one for you)
