Fill it out three days before your arrival in Thailand, or two days, or 1 day.

You can do it on your flight if they have wifi.

You can do it after you have landed in Thailand in the airport using their WiFi.

You can also use one of the kiosks at the airport in Thailand before immigration.

I did it at the airport before I flew out, it's really quick n simple. Surprisingly (or maybe not), a lot of people flying into BKK did not do it and had to wait in a horrendously long line while it took me just a few minutes to go through immigration.
