TLDR : Answer Summary
To extend your visa in Chiang Mai, you can go to the immigration office as your visa is valid until February 4th. Whether you can extend for 30 days depends on your specific visa type, as not all visas are eligible for a 30-day extension. Additionally, you do not need an outbound ticket to apply for the extension.

You do not need an outbound ticket for the extension.

That depends on what kind of Visa you have, not every visa can be extended with 30 days.

In Chang Mai you can go between 45 days and the last day of the Admitted until stamp in your passport. The 30 day Extension of Stay is added on your current stay so you will not loose days by going early.
