If I'm not renting an apartment on a DTV visa for, say, a year, but living in hotels and changing locations, what should I report to the immigration office after 90 days? Will the hotel issue a TM 30 document? What happens if I'm not renting or living with someone, such as a friend?

TLDR : Answer Summary
If you are living in hotels on a DTV visa and changing locations frequently, you need to report your residence to the immigration office every 90 days. Hotels are required to issue a TM 30 form for registration. Ensure that you ask for a copy of the TM 30 from your hotel, as they are responsible for reporting your stay. If you are not renting a permanent residence or living with a friend, it's crucial that each hotel reports your presence. Failure to comply with the TM 30 requirement can lead to issues in the future.

The land owner OR house owner OR the landlord OR the person who pays the rent OR an assigned staff member of the hotel/guesthouse MUST report you residing at that address within 24 hours of arrival.

IN the old days it was done with a TM30 form, as even Thailand as internet it can be done on-line. YOU do not need a TM30 form which is the the form to register a foreinger.

YOU need OR the bottom part, Receipt of Notification OR a print out pdf file if done on-line.

Regardless of what kind of place you live in, you just use the latest (most recent) TM-30, that's it.
