What should I fill in as the 'place of issue' on my passport application if it says 'Authority' instead?

To those who got their passport abroad, what did you type in "place of issue"? My passport doesn't have this field so I'm struggling because of the posts of several people who got their application cancelled because they filled in the country where the passport was issued. My passport has the voice "Authority". Should I type in what it's written there? I mailed the embassy which replied me "Fill in the form in full accordance with the information in your passport". Please only replies from those who have already applied in a situation similar to mine. Thanks

TLDR : Answer Summary
When filling out the 'place of issue' on your passport application, it is important to refer to what is actually printed on your passport. If your passport states 'Authority: [Issuing Body]', then you should use that exact wording without any modifications. Many users have confirmed that filling out the application with the phrasing on the passport has led to successful submissions. Avoid entering the country where you received your passport unless instructed otherwise, as this has reportedly led to application cancellations for others.

If it's a U.S. Passport then it says Authority: United States Department of State

That should be correct. Authority is the same as place of issuance / issuing authority.

This is the only answer for Canada as well. Authority is the place of issue and it has to match what's in the passport.
