What are the implications of missing the TM30 report regarding a 90-day visa check in Thailand?

A question related to TM30, at Chaeng Wattana

I missed the report within 24hrs from June. My 90 day report will be on 26 Sep. So anyway I will have to pay fine.

Q1: If i move to another place, sign the house contract on 20th Sep, and have a proper TM30 receipt from the online app. Does that mean on 26th Sep i dont have to pay fine?

Q2: If i need to report 90 day without TM30, does it mean i just have to pay fine and can report as normal? So on 1st Oct if I need to extend another year work permit, does that mean i have to pay fine one more time with the same thing ?
