With a 'retirement visa', if I'm out of Thailand when my 90 day report would be due, is that a problem? I know I need to get a re-entry permit before leaving Thailand but what is the procedure upon my return?

TLDR : Answer Summary
If you hold a retirement visa in Thailand and find yourself outside the country when your 90-day report is due, there is no problem. You need to obtain a re-entry permit before leaving Thailand. Upon your return, your next 90-day reporting will then be due 89 days from the date you re-enter the country.

IF you are in the country when your 90 day report is due you file it
IF you are out of the country when the 90 day report is due when stamp back in your NEXT 90 day report is due 89 days from the date you stamped back in

Tod, I think I'm beginning to understand. At least part of my confusion is caused by the fact that I failed to do the re-entry permit thing last year. Hence, my non-immigrant O ('admitted until 25 Jan 2022') had USED stamped on it and I had to start again (or did I?) with the application paper work. The latest 'receipt of notification' form has THIS IS NOT AN EXTENSION OF STAY stamped onto it.
as you said, get a re-entry permit before you leave, and when you come back you'll get stamped in for the same expiration date you have now on your extension ๐
If you looked at the stamp in your passport I'm betting it says "extension of stay permitted until" and has a date.
That is a yearly extension and every year you apply for another one by meeting the financial requirements, with the same documents, bank letters, photos, copies, etc.
You do it year after year over and over.
