TLDR : Answer Summary
The 90-day report is based on consecutive days spent in Thailand. Since you will be leaving for Cambodia 20 days before your reporting date, upon your return to Thailand, you will need to start counting from day 1 again. It is essential to obtain a re-entry permit before leaving Thailand to maintain your visa status.

The ONLY thing that matters about 90 day report is that you are reporting 90 consecutive days in Thailand. If you leave you are not doing 90 consecutive days in Thailand and therefore you do not report. When you return you start counting at day 1 because it's only CONSECUTIVE days.
