What is the process for registering an address in Thailand on a Non-O visa during quarantine?

Hi I heard that for foreigner who come to Thailand with Non-o visa. After reach Thailand need register address within 24 hours. So I am curious where to register and how we can register during quarantined period?

I think you mis-heard :O

ALL foreigners no matter what they entered thailand on (once they're out of quarantine) and get to where they will stay here need to have their land lord OR need to go themselves to their local immigration office to file what's called a TM30 form.

There are hundreds of posts in this group (use the search function) and possibly thousands of articles on the inter-web about it.

This is called the "TM30". The property owner must register you within 24 business hours after you arrive. When you enter quarantine, the hotel will register you automatically.

After you leave quarantine, and move to another hotel or apartment, the hotel or apartment owner will register you in the system. ASK For a copy of one of the three documents below as proof they filed.

(note: Most AirBnBs owners do not file a TM30).
