Has anyone had experience going to Ho Chi Minh City and getting a Non-O or tourist visa there? Are they laid back or fussy about details? Any general tips also? I'm just considering where to go to renew my visa near Thailand, and Vietnam looks easy going. Cheers for any advice in advance! (Also is Vientiane back to normal with the Thai visa application process there?)

TLDR : Answer Summary
The discussion revolves around experiences of obtaining Non-O or tourist visas in Ho Chi Minh City, with feedback suggesting that the application process is generally laid back, as long as all paperwork is prepared correctly and payment is made with crisp new US currency. Additionally, it highlights the necessity of making an appointment to enter the consulate, which aligns with current practices in Vientiane.

Its been a few years since I used HCMC. From what I recall, easy going, but you need to have ALL your paperwork and you need to pay crisp new US currency. I think its the same as getting into Vietnam, need to pay with crisp new currency.
