If I fly in on a tourist visa with the intent to convert it into a retirement O visa, do I purchase a round trip with a " throw away" onward ticket? I intend on using a visa agent.

Much easier to get a retirement visa at home before coming to Thailand because you will not be able to open a Thai bank account on a tourist visa.

For tourist entries you formally should be able to show proof of an onward ticket within the initial 60 days you’ll get stamped in for. You could call your airline and ask for their policy regarding this or purchase a cheap onward ticket to a nearby destination.
I assume you already have a bank account as it’s impossible to open one on tourist entries. If not the best option is to apply for a Non O before you leave which also is excused for onward ticket requirement.

That will not be your problem. Your problem will be trying to open a bank account without first obtaining a retirement visa from your home country.
